They are packaged in a semi-rigid top loader between corrugated cardboard in a manila folder. The allure of press photos is that they are specifically dated original photos usually attached to some historical event, major or minor. The most desirable are those with date stamps, usually on the reverse, which authenticate when the picture was taken, when the event happened, and when the photo was developed and delivered to the applicable Reference Library. The "Type I" press photo is one that has stamps showing the press organization taking the picture, the date the picture was taken and the date developed and put in the reference library, and those dates are very close to each other, usually just days apart. Photos where those dates are months or years apart are less desirable. Some very prominent subject photos are used over and over for newspaper publication, and are documented with numerous date stamps on the reverse, relating to each usage. Press photos are not condition sensitive, as the majority have seen much use and abuse, editors marking, note writing and publication information all over them, not to mention the years of sitting in a reference library folder or a desk drawer of a reporter. The historical value is not in the condition of the photo, so much as the various markings authenticating the photo to a specific date and time. Even wrinkled, torn old photos still produce great photocopies when flattened on a copier. I have a Red Grange photo listed currently which shows how much usage some photos received. Also a George Halas photo similar. Things changed quite a bit when the wire photo came into existence, related to the documentation on the back of the photo. Most of the information was a part of the caption, and was developed and transmitted as a part of the front of the photo. Stamping was not as prominent on wire photos, so it may be more difficult to ascertain whether it is a desirable Type I or not. Press photos were not often found for sale when the newspaper business was flourishing, but the economy and the advent of the internet, have seen the shrinking of the newspaper business, and many organizations have sold off their reference libraries, presumably to make up for lessening cash flow in their business. I have noticed a drying up of very desirable sports press photos and wire photos over the past few years, so it is becoming harder to find great original historical sports photos. If you have not purchased press photos before this, you will find them a little rough compared to the slick, newly developed reprints that are for sale for much, much less.
