He studied art at the Heatherley School of Fine Art under Seymour Lucas (1849 - 1923 ). Roe first exhibited at the Royal Academy in 1877 at the remarkably young age of 13. He was elected to the RBA in 1895 and the Royal Institute of British Painters in 1909. As a fine figurative artist, Roe is best known for his portraiture of historical figures Joan of Arc and Nelson, with several examples held in the National Portrait Gallery, London. He was also an accomplished landscape painter, working in oils and watercolours, and an illustrator, with several sketches published in reference works, such as ‘A History of Oak Furniture’ (1920. .
