On top of the tulle is satin like ribbon that hangs down. There are some dirt marks on the ribbon. On top of the ribbon is a plastic, pink heart embellishment. The hearts have a few little scratches and marks. The back has a pink piece of elastic. This elastic is tied in a hoop. Measures approximately 2.5" wide.
