Born in 1895, he studied under Bunkotsu Igami, and his works were featured in the Nika Exhibition in 1916. He became a member of the Nihon Hanga Kyokai (Japan Print Association) in 1930. Hiratsuka made significant contributions to modern woodblock art by teaching, carving, and printing. In 1937, he moved to Washington, D.C., where he created landscapes, figures, and nudes with a contemporary sensibility. He passed away at the age of 102 in 1997 and hailed from Shimane Prefecture."
