Description: In 1898 the United States declared war on the Kingdom of Spain as a pretext to seize the islands of Cuba, Porto Rico and the Philippines Islands. Claiming the Spanish had blown up the Cruiser USS Maine. Later the US Navy concluded the cruiser exploded from a lethal combination of coal dust, oxygen and a wiring spark. An Original US Army HQ General Order, issued at Washington, DC, June 28, 1898 announcing the proclamation of President William McKinley, as Congress has declared that a state of war exists between the United States and the Kingdom of Spain, as president McKinley call for 75, 000 additional volunteers to serve for 2 years in addition to the volunteers called forth on his earlier proclamation.The Order is published by Command of Major General Miles. I obtained the Order along with a group of US Army 8th Army Corp General Orders issued at Manila, Philippines, 1899-1902 and was told they came from the estate of Nebraska Volunteer. 1p 8 x 5" ptd. Each order, issued in writing by a command, was then printed for distribution to each unit, either at an army department headquarter or by commanders at local headquarters in the field on portable printing presses operated by soldiers. The orders were then issued to regiments, to be read aloud to the troops. General Orders were printed as issued with date & location; at the end of a year the regimental adjutant might retain them loose or simply string bind them by punching holes or cut slits in the left margin and stringing on ¼” red cloth string tape (the source of the old expression "government red tape"). Sometimes an officer or HQ clerk might take a group of orders to a local print shop or bookbinder and have an accumulation bound with leather or cloth covers.
