This was one of my childhood toys, hence the chips to paint. Axles are straight and wheels roll smoothly. The white deposits on the bottom are plaster of Paris. Apparently, I parked it on the model train set when the plaster was still wet. A little gentle scrubbing with a dry toothbrush should resolve that particular issue.
