Since cash was enclosed, Philadelphia had begun to develop a system to denote incoming letters known to contain valuables and in this case, a small "R" in red was struck and the Postmaster wrote "No. 20" in manuscript to be able to track it as "Number 20." The red "R" is especially desirable, and this is a great strike of it. This is the earliest known use (Historian James Milgram's previously earliest known use was November 2, 1851) of the Small Red "R," in this case on a prepaid single rate letter from Millersburg.
