His career alternated between academia and government. From 1927 to the 1970s, Burns taught and researched at Rutgers University, Columbia University, and the National Bureau of Economic Research. Burns was the chairman of the U.S. Council of Economic Advisors from 1953 to 1956 under Dwight D. Eisenhower's presidency. In 1953, he stated the American economy's "ultimate purpose is to produce more consumer goods." He served as the Chairman of the Federal Reserve from 1970 to 1978 and as Ambassador to West Germany from 1981 to 1985. Burns was appointed as Counselor to the President when Richard Nixon took office in 1969. The newly created position held cabinet rank and was meant as a placeholder until Burns could be appointed as Chair of the Federal Reserve. Burns advised Nixon on economic policy during his brief time in the White House. As expected, Burns was appointed to replace the outgoing William McChesney Martin as Fed Chair in November 1969 and resigned his post in the Nixon administration.Federal Reserve ChairmanBurns served as Fed Chairman from February 1970 until the end of January 1978. He has a reputation of having been overly influenced by political pressure in his monetary policy decisions during his time as Chairman[ and for supporting the policy, widely accepted in political and economic circles at the time, that Fed action should try to maintain an unemployment rate of around 4 percent. William Baroody, then president of the American Enterprise Institute, brought Burns to the economics think tank in 1978 after Burns left his position at the Federal Reserve. From the AEI, Burns continued to influence public policy. See Wikipedia for more biography. Catherine Mallardi, who was a secretary to four Federal Reserve Board chairmen and whose Rolodex of Washington contacts was said to be worth its weight in gold, to the chairmen she served -- Arthur Burns, G. William Miller, Paul A. Volcker and Alan Greenspan -- Mrs. Mallardi was said to have been an indispensable asset who knew how to maneuver discreetly through Washington's bureaucratic maze. "Catherine's Rolodex is worth close to or more than that of most presidents," Richard F. Syron, a former president of the Boston Federal Reserve Bank, told The Washington Post in a 1992 retirement profile on Mrs. Mallar***** There are no other writings, no bookplates, no remainder marks, not ex-library, no underlining, etc. Please see pictures for more information and detail.
