All CDs, DVDs and other media are rated according to eBay standards, but I rate on the conservative side, so they tend to be in better condition than stated. I accidentally ordered two of these as gifts and was unable to cancel or return the second one. When there was no sign of the signed insert, I removed the shrink wrap to confirm it was included.
