Description: Tokyo, JAPAN - General Headquarters of the Allied Forces - 1948: The Supreme Commander for the Allied Powers (SCAP) (originally briefly styled Supreme Commander of the Allied Powers, Japanese: 連合国軍最高司令官総司令部, Rengōkokugun saikōshireikan sōshireibu) was the title held by General Douglas MacArthur during the United States-led Allied occupation of Japan following World War II. It issued SCAP Directives (alias SCAPIN, SCAP Index Number) to the Japanese government, aiming to suppress its "militaristic nationalism". The position was created at the start of the occupation of Japan on August 14, 1945. In Japan, the position was generally referred to as GHQ (General Headquarters), as SCAP also referred to the offices of the occupation, including a staff of several hundred US civil servants as well as military personnel. Some of these personnel effectively wrote a first draft of the Japanese Constitution, which the National Diet then ratified after a few amendments. Australian, British, Indian, and New Zealand forces under SCAP were organized into a sub-command known as British Commonwealth Occupation Force. DN Tower 21 is an office building in Tokyo, Japan. It includes the former Dai-Ichi Seimei Building, in which Douglas MacArthur had his headquarters during the occupation of Japan following World War II. The Government of Tokyo designated DN Tower 21 as a historical building in 2004. The shorter five-story building (shown here), the former headquarters of SCAP, was completed in 1933 (renovated 1989–1995) for the headquarters of the Norinchukin Bank, and the Dai-Ichi Seimei began to house its offices in the building in 1938. This building was designed by the Japanese architect Yoshikazu Uchida. A taller 21-storey building (at 99.8 metres in height) was added with construction beginning in 1988 and completed in 1993.
