No rocker. It is made from marine grade plywood!! It is all one piece of wood.. Boards are sprayed with floor grade water based polyurethane..very smooth finish.Backs are painted black. I have made people magazine with my Boards and the cover of Coastal Living:) The finish is sprayed FIVE times with a UV blocking waterproof/ water based poly. So YES You can use it outside. Please remember this is wood so should be cared for accordingly. Wire hangers are included!:) SO MUCH work and time go into every board. It is a labor of love and I hope you love it too!
