Vintage Letter Opener?/ Nail File?

This was sold to me as a letter opener but when I look at it, it looks like a file in the metal part. I'm not sure what the handle is, it seems to be 2 different materials, the one looks like mother of pearl, the other is clear orangey yellow , you can see where the metal part is attached. Measures about 7.5". I'm at a loss for what material it is made of.
